disk stuck in offline wfcs after failover

running windows server 2016, with failover cluster, sql service is running on top of it. we have replicated only the active node and tried to failover. the disks cannot be brought online, even with the san policy set to onlineAll. We also tried to clear the attributes via diskpart, and it fails.
