Error: “Failed setting VM vm-xxx to power state On Message: A general system error occurred: Connection refused. Fault: Vim25Api.SystemError” when Installing a VRA

Summary

An administrator when attempting to a install a VRA on a VCenter site receives a failure that the VRA VM cannot be turned on and the task fails.

Root Cause

PBM service is not running on vCenter.

Symptoms

VRA installation fails with below error:

Failed setting VM vm-xxx to power state On Message: A general system error occurred: Connection refused. Fault: Vim25Api.SystemError.

Failure to power up VRA(-H) VM:

Update protection group. Failed: Failed setting VM vm-xxxx to power state On Message: Module 'CPUID' power on failed. . Fault: Vim25Api.GenericVmConfigFault. "

 Z-VRAH-node01.xxxxxxx.xxx.xxxxxx.xxx-2F-729342 | Module 'CPUID' power on failed.

Solution

To workaround this issue, kind follow the below steps:
 

  1. Restart the 'VMware vCenter Workflow Manager' services via the below VMware KB:
    1. https://kb.vmware.com/s/article/2109887
  2. Restart the Profile Driven Storage service (aka Policy Based Management or PBM).
    1. https://kb.vmware.com/s/article/2118557


Note: Be sure to follow both articles in full to ensure the services are back up and running after the restarts. Once confirmed, then attempt to install the VRA.
