AWS VPGs Stuck In Bitmap Syncing After Reboot of ZCA

Permissions for the S3 bucket has changed or have been removed.
- Customer is replicating to AWS
- VPG reports stuck in a bitmap sync (no activity) with the GUI error reported as RecoveryOrLogStorageError
- ZCA Vra Logs report the following error:
